Fairview Clinic, page 3 <br />changes to the proposed landscape plan. Staff is recommending a condition of approval requiring the applicant <br />Illko follow the recommendations of the Environmental Board including irrigation of seeded areas and alternative <br />landscape materials. Staff is also recommending that the landscape plan include the addition of two woodbine <br />plants at the base of the three trellises shown on the architectural elevations. <br />The submitted plans depict impervious surface coverage at xx %, well below the 65% allowed in the Limited <br />Business zoning district. <br />Parking <br />The City of Lino Lakes Zoning Ordinance, within Section 3,Subdivision 5.F.12, includes the following <br />requirement for medical clinic parking: <br />Parking Factor <br />Requirement <br />Number Required <br />20,065 square feet <br />Three spaces plus at least one space for each <br />two hundred square feet of floor area. <br />104 <br />The submitted plans depict 108 parking spaces, leaving a surplus of 4 additional parking spaces. Staff is <br />recommending a couple of changes to the site plan that may result in the elimination of those 4 additional <br />parking spaces, however at no time will parking be reduced below that of the minimum. <br />As noted in the comments from S.E.H. the geometrics of the parking lot drive aisle at the northwest corner of <br />•he proposed building are problematic. As recommended in the memorandum two parking spaces should be <br />eliminated to allow realignment and improved sight lines. Additionally, the drive aisles within the new <br />construction portion of the site must be increased to the standard 24 foot width. This also will result in the <br />potential need for parking elimination. A revised plan depicting conformance with these comments, as well as <br />still providing the minimum 104 parking spaces will need to be submitted for staff review prior to the issuance <br />of building permits for the site. <br />Considering the use of the site and the potential development of senior housing on the adjacent parcel, <br />additional handicapped parking should be dedicated on the south side near the entry of the clinic. <br />Access /Circulation <br />Access to the site is proposed via a shared driveway from Village Drive (shared with the bank to the south) and <br />another dedicated entry /exit driveway directly from Village Drive. The second access will mostly be used for <br />employee parking and to allow two points of access to the clinic and bank in case either is blocked. <br />Pedestrian circulation is provided via sidewalks along the entire Village Drive right of way, and a system of <br />sidewalks around the exterior of the building. All new sidewalks shall be increased to 6 feet in width when <br />abutted by parking to provide proper accessible routing. As mentioned above, a trail will be added to the Lake <br />Drive right of way on the east side of the street. Staff would encourage the applicant to provide at least one <br />sidewalk access to that trail when the final design is implemented. <br />IP <br />
