Planning & Zoning Board <br />December 14, 2005 <br />Page 6 <br />Staff stated they had been working the past year on a study of the land and infrastructure <br />around the intersection of Hodgson Road (CSAH 49) and County Road J (Ash Street). <br />The goal is a planning document that will be adopted by the City Council as the guide for <br />development of the area. <br />Staff indicated they held a neighborhood meeting in March and discussed an initial <br />concept plan. Staff received good information and comments from the land owners and <br />residents in the area. This input was very important and helped guide revisions to the <br />concept plan, which is not to be considered the final version. <br />Staff is not making recommendations for a final plan at this time. That will come after <br />more discussions with developers, land owners, the P & Z, and City Council. Ultimately, <br />the City will need to make decisions on alignments of and the means of providing water, <br />sanitary sewer, and the internal roads needed for proper access and circulation. <br />Municipal water and sanitary sewer are Lino Lakes' issues exclusively. However, the <br />roadway system is not. While it is up to the City to provide internal roads, Hodgson and <br />CR J are County roads. Because CR J is the boarder of Anoka and Ramsey Counties, it is <br />managed jointly by the two Counties. Staff is working with the Counties and the City of <br />Shoreview for solutions to the transportation infrastructure issues. Staff has prepared a <br />traffic study for the area but have not yet discussed it with the other players. <br />The draft 49/J report is written in a straightforward format intended to provide the <br />important information efficiently. Additional information will be added and revisions <br />made as needed. This is a work in progress. Additional information is coming in daily. <br />Throughout the process new information often has required serious rethinking of what <br />seemed earlier to be the best course of action on a particular issue. <br />Staff noted Lino Lakes has a growth management policy that limits the number of new <br />housing units to be platted each year. We have nine units left unclaimed for year 2006 <br />and 82 for 2007. Staff indicated if the City needs infrastructure and development would <br />provide it, we would need the development to occur. <br />One question the City has not faced is how to count assisted living units, which generates <br />little traffic, wastewater, and other infrastructure impacts. <br />Several landowners in the area want to develop their properties. Staff have had several <br />discussions with both of these developers throughout the planning process for the 49/J <br />study project. Because the infrastructure issues are not yet resolved, these developers <br />have not submitted development applications. <br />Staff has met with other landowners as well to discuss the potential for planning future <br />development on their properties. Two developments in particular are ripe. <br />The Jensen family owns the 17 acres north of the northwest corner of Hodgson and CR J. <br />They are working with a developer to create a senior complex that would include several <br />types of senior housing such as independent living townhomes and cottages as well as a <br />larger building with assisted living units. <br />• <br />
