If we receive an analysis <br />in time to review it, we can present the findings to the P & Z at the meeting. <br />Stormwater Management: Stormwater flows through a series of ponds. A <br />large outlot, platted as Outlot C of Millers Crossroads, includes the pond to the east of <br />the building and the pond /wetland to the south. These facilities were designed to handle <br />runoff from this commercial site. The drive through will cross this outlot, so an access <br />easement is needed. The easements will grant access to the commercial site across the <br />pond outlot. <br />Utilities: The original Millers Crossroads approval included extensive installation of <br />utilities (water and sanitary sewer). Part of the plan includes extending lines across the <br />commercial site to Hodgson Road. These pipes must be constructed across the site as <br />part of this project. This is to provide the ability to install trunks down the west side of <br />Hodgson to provide service there. An easement must be granted to the City for these <br />utilities. The City Engineer's report is attached. <br />Landscaping: The new plan includes significantly more landscaping than the <br />2003 plan, including a berm and lilacs to screen the building from residences west of <br />Hodgson Road. A variety of trees, shrubs, and other plantings provide screening and <br />create an aesthetically pleasing site. The outdoor seating area would be surrounded by <br />tree lilacs, roses, perennial flowers, and arborvitae. The drive through would be flanked <br />by dogwood. Pine, spruce, ash, maple, and linden trees would be distributed across the <br />site. <br />CONDITIONAL USE PERMIT FOR DRIVE THROUGH AND OUTDOOR <br />SEATING <br />Drive Through: The original approval of this site included one driveway from <br />Lakota Trail to the parking lot to the front (north) of the building. The proposal includes <br />a second driveway to create a drive through route to a drive up window for the coffee <br />shop. This requires some alterations of the site. As noted above, the trash enclosure is <br />moved to the south to make way for the drive through. <br />The stormwater system originally was designed for the upper pond to discharge into the <br />next one to the south, then to the next one, and so on. The main driveway runs between <br />the first and second ponds. There is a strip of land separating the second and third ponds. <br />The newly proposed drive through lane is to be built over this strip of land. This will <br />require the construction of a retaining wall. We do not have a structural engineer's <br />design for the retaining wall. This is necessary because of its height and because there <br />will be times when its base will be in water. <br />• The drive through will cross the stormwater pond outlot, so an access easement is needed. <br />The easement will grant access to the commercial site across the pond outlot. Though the <br />
