• <br />• <br />Planning & Zoning Board <br />March 8, 2006 <br />Page 5 <br />Michael Lawrence, 339 Arrowhead Drive, pointed out that access to Miller's Crossroads <br />from Birch St. is a right turn only with no left turn entrance. Traffic going west on Birch <br />St. would have to turn onto Ware Rd. to access the site. He stated that traffic is cutting <br />across his development. He pointed out that this was supposed to be a quiet town home <br />development. He continued that limiting access from Birch St. will increase traffic <br />through the residential area. He does not see the need for an additional coffee shop. He <br />is also concerned about the location of signage for this development. He sees no correct <br />access points for a drive -thru facility. Mr. Lawrence confirmed that he currently lives in <br />the Miller's Crossroads Townhomes. <br />Mr. Greg Schlink, 3564 Rollingview Drive, representing the developer, stated that they <br />have been working with staff for months. He noted that he has clarification on lighting <br />issues presented in staff report. He pointed out that the zoning of the property is <br />consistent with this project. He stated that significant traffic issues were dealt with <br />during preliminary plat discussions. He stated that the proposal is a result of considerable <br />discussions with city staff and the Anoka County Highway Department. He added that <br />trails and sidewalks remain as originally proposed. <br />Peter Hilger, Portfolio Design Services, explained the proposed lighting for the project <br />and asked for comment. He added that the trail /sidewalk will connect to Hodgson Road. <br />It was clarified that the monument sign will be internally lit. <br />Mr. Laden requested that striping be added across the drive - through area. He requested <br />downcast lighting only. He wondered why there was no outdoor seating proposed for the <br />sandwich shop. Mr. Hilger responded that there has been no request by the sandwich <br />shop tenant for outdoor seating at this time. He explained that the issue is tenant driven, <br />and users have not been confirmed. He added that they could come back in future for <br />outdoor seating. <br />Mr. Laden asked how the outdoor seating area will be screened from the drive through <br />and the trash area. Mr. Hilger replied that the trash enclosure is fully enclosed, with a <br />roof and a door. Mr. Hilger described details of the proposed landscaping for this area. <br />Mr. Hilger commented that this will be an attractive outdoor seating area. <br />Mr. Hilger pointed out that interior plans have not been fully developed and the layout <br />may change, but the building plans have been approved. <br />Mr. Rafferty asked for improvements to break the monotony of the building, if possible. <br />Mr. Tralle pointed out that, although the building was approved, the tenant use is now <br />changing. He stated he does not like the drive - through and feels that it will add traffic to <br />the area. He expressed concern that the exit road consists of an angle in excess of 90 <br />degrees. He does not like the location of the garbage and is also concerned about the <br />businesses in Spirit Hills. <br />Mr. Rafferty expressed concern over the unattached trash area. Mr. Hilger responded that <br />the original trash location was not enclosed and was located near the front of the building, <br />whereas a trash enclosure is much preferred to be located in the back of the building. <br />DRAFT MINUTES <br />
