Mr. Janes <br />added that Hartford will provide quality control from architectural standpoint. <br />Mr. Janes went on to say that Hartford Group will still own the property and sell the units <br />for build. Hartford will be inspecting the product and it will be in their best interest to <br />make sure what is built is what is on paper, hoping for best project Lino Lakes has ever <br />seen. Hartford Group will monitor the project. <br />Mr. Rafferty agreed with the importance of checks and balances on a project. <br />Mr. Tralle made a MOTION to table the Planned Unit Development Final Plan for <br />Legacy Townhomes. Motion was supported by Mr. Nelson. Motion carried 6 — 0. <br />VI. DISCUSSION ITEMS <br />A. GTS Training <br />Staff reminded the board to contact Dawn Bugge if they are interested in registering for a <br />training session. Staff confirmed that the registration cost would be paid for by the city <br />prior to the event. <br />B. Hardwood Creek <br />Mr. Smyser summarized that there was a joint meeting of the city council and all of the <br />advisory boards to discuss the Hardwood Creek project. Mr. Smyser asked if the board <br />members had further comments or if those who had not attended the meeting had any <br />questions. <br />Mr. Rafferty commended the master planning of the project. He commented on the <br />importance of park land. He expressed appreciation for the opportunity to have the joint <br />meeting. <br />Mr. Tralle stated that he had attended the open house, and was impressed with the <br />proposed underground watering system. <br />Mr. Root agreed that large scale planning is best for all situations. His only concern was <br />the positioning of big box stores and the transition between commercial and residential <br />uses. <br />Mr. Laden agreed with Mr. Root's comments. He expressed the project brings innovative <br />ideas, except in the commercial area. He would like to see something different in the <br />commercial area. <br />Staff commented that the amount of parkland is an important part of the design. Mr. <br />Smyser noted that the ECS system is being determined to see if it would work on this <br />site, and probably only in commercial areas. The city is looking for more ecologically <br />friendly water management. Mr. Smyser stated that the commercial areas are still being <br />determined and will remain on hold until the road access issue is set. <br />DRAFT MINUTES <br />
