Mr. Bengtson replied that staff would <br />require plans to be submitted by November 22 in order to give staff adequate time for <br />review and to write a staff report before the next meeting. Mr. Tourville stated that he <br />should be able to get plans in by that date. <br />Board Members informed the applicant that they would like to see exact pad sizes, <br />locations and measurements called out on the plans. Mr. Tourville said that he could <br />have the plans redrawn with the proposed reductions. <br />Mr. Rafferty made a MOTION to Continue the Public Hearing to the December Planning <br />& Zoning Board Meeting. Motion was supported by Mr. Laden. Motion carried 4 - 0. <br />B. PUBLIC HEARING for a Comprehensive Plan Amendment to change the <br />proposed land use from Public /Semi - Public to Low Density Sewered Residential <br />for properties owned by the St. Paul Water Services <br />Mr. Bengtson presented the staff report, noting that a Comprehensive Plan Amendment <br />was necessary as the Comprehensive Plan designated some of the affected parcels as PSP <br />(Public and Semi - Public). <br />Staff clarified that the St. Paul Regional Water Services was not looking to sell land to <br />get rid of holdings. Adjacent property owners requested to purchase these parcels of land <br />to combine with their properties. <br />Staff recommended approval of the proposed request. <br />Mr. Laden asked if a full trail connection would still be possible with this. Mr. Bengtson <br />responded that the change of ownership would not affect the city's ability to put in a trail. <br />Mr. Tralle opened the Public Hearing at 7:43 p.m. <br />Staff noted that a representative from the St. Paul Regional Water Services was not able <br />to attend the meeting. <br />Henry Farmerie, 7425 Peltier Lake Drive, asked if there were plans to bring city water <br />and sewer to the properties. Mr. Bengtson replied that changing the land use to low <br />density sewered residential does not mean the city has plans or the capacity to do so, but <br />in the future it would be intended for full service when possible. <br />Mr. Smyser explained that the utility service for that area would come from the east, <br />along 20th Avenue, as there is no sewer pipe to bring up Peltier Lake Dr. He said it <br />would depend on development to the east. <br />Mr. Farmerie asked if changing the zone was a requirement before the landowner could <br />buy the property, and noted that the property owners were offered these strips about a <br />year ago. <br />DRAFT MINUTES <br />• <br />• <br />• <br />
