Rules, Minnesota Routine Assessment Method (MNRAM) for determining wetland
quality was required.
The developer proposes to place the majority of the corridor within outlots on the south
and northeast sides of the site. All outlots will be deeded to the City of Lino Lakes. A
conservation easement will be placed over all conservation areas including required
buffer areas. Buffer areas must be an average of 50 feet wide along the Wetland
Management Corridors. Signs indicating the location of all conservation easements must
be placed on all property lines. Up to four signs per lot if necessary are required at all
boundary line change areas. Sign design must be approved by the city.
The Grading Plan also lists 60,249 square feet of wetland fill proposed on the site and
112,786 square feet of Wetland Enhancement. These numbers must be verified by Rice
Creek Watershed. The RCWD is responsible for permitting under the Wetland
Conservation Act (WCA). Wetland fill and mitigation requirements will be subject to
review and approval of the RCWD.
Floodplain
The northeast quadrant of the development falls within a FEMA Floodplain Zone A. The
applicant shall be required to submit the proper Letter of Map Amendment or Letter of
Map Revision to FEMA for review and approval. Fill within the floodplain requires an
equal amount of compensatory storage. This is addressed as part of the ditch reroute.
Final Plat
A land use application for PUD Final Plan/Final Plat of Saddle Club shall be required.
At such time, the developer shall enter into a Development Contract and other documents
as the City deems necessary.
Supporting Documents
Other supporting documents include:
• Traffic Impact Study by Spack Consulting dated October 8, 2013
• Rare Plant Species Survey Report by EOR, Inc. dated August 20, 2013
• Wetland Delineation Report by Earth Science Associates, Inc. dated November
2012
• Stormwater Drainage Report by Plowe Engineering, Inc. dated October 14, 2013
• CSAH 34 (Birch Street) Corridor Study by SRF Consulting Group, Inc. dated
April 2011
• Environmental Board Staff Report dated October 30, 2013
10
•
