• <br />• <br />RECOMMENDATION <br />The issues and concerns relating to traffic safety and congestion, public utilities and loss <br />of greenway with the 2000 development proposal have been minimized or mitigated. <br />The road connections to Foxborough and Preserve provide alternate routes in and out of <br />the development versus only having one access onto Birch Street. Public water utilities <br />will loop the system. The greenway corridor has been identified and protected by a <br />conservation easement. <br />Staff recommends approval of the Rezoning and PUD Development Stage <br />Plan/Preliminary Plat with the following conditions being met prior to approval of the <br />Final Plat: <br />1. All comments from the City Engineer letter dated November 7, 2013 shall be <br />addressed. <br />2. All comments from the Environmental Coordinated Letter dated November 6, <br />2013 shall be addressed. <br />3. All comments from Anoka County Highway Department (to be provided) shall be <br />addressed. <br />4. A Lot Summary Excel spreadsheet providing gross area, unbuildable area and net <br />area per lot and block shall be provided. <br />5. A plan sheet showing the preliminary plat in its entirety shall be included in the <br />Plan Set. <br />6. A Phasing Plan for development shall be included in the plan set. <br />7. Comments/Revisions to Sheet CO, Title Sheet: <br />a. Sheet Index shall include a number for each plan sheet. <br />8. Comments/Revision to Sheet C1-1 & C 1 -2, Preliminary Grading, Drainage & <br />Erosion Plan <br />a. Is the Phase 1 Grading Plan Line the actual grading line or development <br />phasing line? <br />9. Comments/Revision to Sheet 1 of 9, Certificate of Survey with Resource <br />Inventory: <br />a. The applicant shall submit the proper Letter of Map Amendment or Letter <br />of Map Revision to FEMA for review and approval. <br />10. Comments/Revisions to Sheet 4 and 5 of 9, Preliminary Plat: <br />a. Development Data shall be revised to reflect data as provided in the <br />Density Calculations chart of this report. <br />b. A five (5) foot wide sidewalk shall be shown on the north side of Pheasant <br />Run South from Street B to Old Birch Street. <br />c. An eight (8) foot wide bituminous trail shall be shown: <br />i. On the north side of Pheasant South from Street B to the existing <br />trail in Preserve at Lino Lakes. <br />ii. Connecting from existing trail in Foxborough to Street B cul de <br />sac. <br />iii. Connecting from Fox Road along south side of Lot 16, Block 4 to <br />the new trail. <br />11 <br />
