Main Street Village <br />page 2 <br />applicants would not have time to resolve any issues after the February P & Z meeting before <br />the City Council must vote on the project. Because of this, staff has recommended to the <br />applicants that they grant a 30 -day written extension to allow unresolved issues to be <br />addressed. The City Council could then act in March. <br />The following list is taken from the December report, with comments added describing the <br />current status of each item. (The body of the report that follows has been updated as well.) <br />1. The complete data and analysis included in the peak parking analysis must be submitted to <br />ensure that the peak demand is less than the normally required number of parking stalls. <br />Square footages of retail area also must be submitted for the gas station. <br />The submitted shared parking analysis did not include all data used in its analysis. <br />Staff has requested clarification of the data and methodology. <br />2. Stormwater management must be consistent with the goals and requirements of the <br />AUAR mitigation plan. <br />The proposed plan does not comply with the 6.1 slope requirement for stormwater <br />management areas in the wetland mitigation area on the southern part of the site. <br />This will need to be revised to comply with one of the important water quality <br />requirements of the A UAR. It appears that this would not be difficult to accomplish. <br />3. A permit must be obtained from the Rice Creek Watershed District prior to site work and <br />the project must comply with all permit conditions. <br />The project received a conditional approval. This satisfies the City's typical <br />requirement for preliminary plat approval. The actual permit will be required prior to <br />site work commencing on the site. <br />4. Landscaping plan revisions should address the recommendations of the City Forester and <br />Environmental Board. <br />The Environmental Board recommended changes to several plantings and methods of <br />ensuring successful infiltration. These should be addressed. <br />5. Several site access and circulation issues must be resolved. Vehicle and truck access and <br />circulation must be demonstrated to be adequate for the site and the project overall. <br />We received new truck circulation plans on Jan. 3rd. Staff will review them. An earlier <br />diagram showed that trucks on the McDonald's site must drive through the parking <br />stalls closest to the west side of the building. This is acceptable if the trucks do not <br />arrive during business hours, but we have no information on hours of operation. <br />An earlier drawing for the Kwik Trip site had numerous truck paths overlaying one <br />another and was confusing. <br />• <br />• <br />
