Pedestrian and bicycle access to the site and circulation within the site must be included <br />and shown on plans. <br />We understand that the new plans include pedestrian routes. Staff will review. <br />7. An easement for access to the water tower via the southern access to the development <br />must be granted to the City to allow the elimination of the existing water tower access on <br />Otter Lake Road. The access deed must be submitted prior to site work commencing. <br />This must be part of the approval but can be accomplished before City Council <br />approval. Staff will determine the appropriate size and location for the driveway <br />access. <br />8. The southern road must be constructed with phase one of the project. <br />The applicants had stated in a meeting with staff that they would construct the road <br />with phase one. That was the basis of this recommendation. However, the applicants <br />stated at the December P & Z meeting they want to wait. Staff is comfortable that the <br />road can wait until future development occurs. However, we will recommend that the <br />timing of the road relative to phased development be determined prior to City Council <br />consideration and included as a condition of approval. <br />• 9. Snow must be removed from the site or adequate storage area created. <br />• <br />This can be included in the conditions of approval. <br />10. The commercial building architectural standards in the zoning ordinance prohibit EIFS <br />from being closer than three feet to the ground. This must be corrected on the <br />McDonald's building. <br />11. The south facade of McDonald's should be re- examined for the possibility of <br />incorporating a base - middle -top appearance. <br />At the December P & Z meeting, the applicants exhibited a picture of a revision to this <br />building that appeared to comply with City requirements. However, we had not <br />received actual elevations or the description of building materials to ensure <br />compliance. The January 3 information includes nothing relating to items 10 & 11. <br />12. Any comments from the Anoka County Highway Department should be addressed. <br />The staging of improvements within County rights of way must be determined. This <br />can be a condition of approval. The County will require improvements before work <br />can begin in County right of way. <br />13. The motor fuel station canopy fascia cannot be more than three feet in vertical height. A <br />new design must be submitted for review prior to approval by the P & Z Board. <br />
