City of Blaine <br />10801 Town Square Drive NE <br />Blaine, MN 55449 -8101 <br />www.ci.blaine.mn.us <br />December 29, 2008 <br />Mr. Michael Grochala <br />Community Development Director <br />600 Town Center Parkway <br />Lino Lakes, MN 55014 <br />SUBJECT: Lino Lakes Comprehensive Plan Review <br />Dear Mr. Grochala: <br />The City of Blaine has reviewed the City of Lino Lakes' Comprehensive Plan and offer the following <br />staff comments: <br />• Page 2 -3: Goal 3, Policy I - The City of Blaine supports the coordination of trail and sidewalk <br />connections with adjacent communities:.. . <br />• Page 6 -3: Goal 7, Policy 3 — In tune with this policy, Lino Lakes could note that Anoka County <br />plans to realign.CSAH 12 (109th Avenue) in the City of Blaine to match with Apollo Drive at <br />County Road 53 (Sunset Avenue). <br />• Page 6-5: Jurisdictional Classification — The future roadway extension of CR 53 (Sunset Avenue) <br />from CSAH 14 (125th Avenue) to the north City limits was not considered in the Blaine Northeast <br />Area Comprehensive Plan Amendment approved in 2002 and was not included in our 2030 <br />Comprehensive Plan. <br />• Page 6 -8: Figure 6-3 — CR 53 and CSAH 12 are shown as A Minor Expanders? This differs from <br />Anoka County's 2030 Transportation Map that indicates CR 53 as a Major Collector and CSAH <br />12 as an A Minor Arterial. CSAH 23 is shown as an A Minor Reliever? Anoka County's . map <br />indicates CSAH 23 as an A Minor Arterial. Has the City of Lino Lakes discussed a functional <br />classification change with ACHD? <br />• Chapter 8 - All water system maps label both water towers as #1. <br />If you have any questions, feel free to contact me at 763 - 785 -6144.
