3. The Rational Method was used to determine the runoff flow rates. The Rational <br />Method is allowed for storm sewer design only. An SCS method should be used to <br />determine runoff rates. <br />4. The Time of Concentration should be calculated using an SCS method, TR -55 is <br />preferred. <br />5. The Stage- Discharge information is needed. To date only the Stage- Storage has <br />been provided. <br />6. If a pond is landlocked, then a 10 -day runoff (7.2 inches) with a curve number of 100 <br />(CN =100) must be used to determine the High Water Elevation. <br />7. A rock construction entrance must be included for erosion control. Locations and <br />details are needed on the grading plan. <br />8. A rip -rap detail is needed on the grading plan. The amount of rip -rap at each <br />location must also be shown. <br />9. In the letter to Rice Creek Watershed District, it is stated that an outlet control <br />structure is proposed for the wetland located in the northwest corner of the site. <br />There is a 24" CMP culvert that crosses Jon Avenue and empties into that wetland. <br />What impact will this have on the properties located on the west side of Jon Avenue? <br />10. Proposed activity must conform to any and all requirements of the Rice Creek <br />Watershed District. <br />11. Any grading activity, including any hauling of materials, is restricted to the City's <br />allowed working hours as follows: <br />Monday- Friday 7:00 a.m. to 7:00 p.m. <br />Saturday 9:00 a.m. to 5:00 p.m. <br />Sundays /Holidays No working hours allowed <br />12. Provide a schedule, including completion dates, for proposed grading. Interim <br />completion dates can be used for future development sites. <br />13. A Letter of Credit will be required running to the City equal to 150% of the <br />construction cost. <br />14. An escrow deposit to reimburse the City for the cost of periodic site visits would be <br />required. <br />15. Any work in the right -of -way requires approval from Anoka County. <br />OPTIONS: <br />1. Continue the public hearing to allow applicant to prepare complete information and <br />staff to prepare a complete report and recommendation. <br />2. Deny the application for a Conditional Use Permit for Grading. <br />RECOMMENDATION: <br />Option No. 1 <br />• <br />
