Planning & Zoning Board <br />December 13, 2006 <br />Page 8 <br />Ms. Krall stated that the master plan describes a highly enhanced buffer as screening and <br />landscaping that includes fencing, etc. to include light and noise buffering. <br />Mr. Smyser explained that the city of Lino Lakes has a MUSA reserve in which the city <br />is allowed to allocate the available MUSA as they see fit with each development. <br />Board Members determined that they would like to remove the last two paragraphs on <br />page 35 referring to big box. <br />Mr. Tralle commented that the city will not be forcing anyone to sell but this master plan <br />will allow those who want to develop an opportunity to do so. <br />Core Development stated that if the amendment moves forward this evening, then their <br />proposal will not fit into this proposed plan. He said they have a big project and are <br />prepared to participate financially. <br />Mr. Nelson asked how long they expect to need to work with the city and the county. <br />Mr. Coyle replied the big box is prepared to go in immediately, would fit the access <br />points, and would fit within the proposed traffic and confirmed that he would like to <br />move the access point further north on Hodgson. He requested that the board table the <br />item. <br />Mr. Tralle asked when they need to move ahead. Mr. Smyser stated that the earlier they <br />establish rules for development in this area the better. <br />Mr. Coyle stated that the plan as presented forecloses opportunities that could be <br />available to the city and he would like a chance to try and work on their proposed plan. <br />Mr. Rafferty asked if it would be beneficial to wait to make their decision to ensure they <br />have accommodated all parties involved. Mr. Smyser addressed that the location of the <br />access point on Hodgson road is a critical piece of the master plan, that the issue has been <br />addressed and all proposals have been looked at extensively for a long time, and that the <br />proposed location is where the city firmly believes it should be. <br />Mr. Rafferty expressed concern that all counties are not on board with each other at this <br />point. Mr. Krall responded that the county has not acknowledged improvements in this <br />area because no development plan is in order for this area. Ms. Krall said they are not <br />able to move ahead with further planning until a plan is in order. She is not convinced <br />there is as much foreclosure with potential business as is being stated tonight. <br />Mr. Nelson appreciated staff's efforts over the years in the planning of this area. Mr. <br />Nelson suggested that the board continue to discuss this further and that the board has not <br />had adequate time to discuss the plan. <br />Mr. Smyser stated that the city should not make decisions based on one applicant's <br />submittal, adding it is the responsibility of the city to look at the big picture and not what <br />DRAFT MINUTES <br />• <br />• <br />• <br />
