Preliminary Grading Plan, Utility Plan, and SWPPP submitted by Passe Engineering, Inc. dated <br />June 12, 2006 and revised December 12, 2006. <br />2. Drainage Report submitted by Passe Engineering, Inc. dated December 12, 2006 <br />Drainage Review Comments: <br />Significant Drainage Issues: <br />1. The City recognizes that existing houses adjacent to the wetland may not meet current low floor <br />and low opening requirements; therefore, the proposed pond and wetland shall not exceed the <br />existing normal water elevation, flood elevation, and overflow elevation of the existing wetland. <br />The wetland overflow elevation appears to be located northwest of the wetland, not south of the <br />wetland as indicated on the existing conditions watershed map. <br />2. Pond 3 shall meet current low floor and low opening requirements for existing adjacent houses <br />located west of the site. The pond must be designed to maintain the 100 -year elevation at 2 feet <br />below the low floor elevation of the existing houses, and the emergency overflow is required to <br />be 1 foot below the low openings of the existing houses. As well, the 100 -year elevation of Pond <br />3, as currently designed, will flood the loading dock of the proposed retail building. <br />3. The Pond 1 100 -year elevation is within the future CSAH 49 right -of -way. Ponding of water in <br />the public right -of -way is not allowed. <br />4. Label all low floor elevations of the proposed buildings on the Grading Plan. Low floors are <br />required to be 2 feet above the 100 -year elevation of adjacent water bodies, and 4 feet above <br />seasonally high groundwater elevations. Submit anticipated high ground water elevation <br />information for the site. <br />5. It appears that a catch basin will replace the upstream flared end section of the existing 24" <br />culvert. Provide calculations showing that the proposed inlet has adequate capacity to convey <br />flow from the existing ditch. In addition, provide flood elevations at the inlet of the culvert under <br />existing and proposed conditions. <br />6. A 10 foot wide buffer of native vegetation is required from the delineated edge of the existing • <br />wetland. If grading occurs in the buffer, the area shall be restored with native vegetation.
