Main Street Village <br />page 6 <br />This report discusses the AUAR requirements for stormwater management in a previous <br />section. Staff met with the developer's team on July 31 to discuss these. <br />Roads, Access, Traffic, Circulation: The site ultimately will have four access points: <br />a right -in only slip lane from Main St.; the existing access on Otter Lake Road north of the <br />bank; a new access on Otter Lake Road north of the water tower; and the service road along I- <br />35E. <br />• The "slip lane" into the site from Main St. was negotiated with the Anoka County <br />Highway Dept. as part of the CSAH 14/8 improvement project and the I -35E interchange <br />project. This access will allow vehicles to leave Main St. to enter the site, but not exit the <br />site onto Main St. It will not pose a safety problem on Main St., but there are some issues <br />to consider. <br />The plan shows this slip lane at 17' wide. We typically require road pavement to be at <br />least 20' wide to provide for emergency vehicles. Though this access road may or may <br />not be considered an "internal" road in the PUD, it is very different from a lane or alley <br />providing rear access to the garages of townhomes where only the 20' is needed. This <br />width must be corrected. <br />After the initial S- curve, there are two driveway intersection points before this entry road <br />meets the road north of the bank. The first driveways are placed near the end of the <br />second curve. The second driveway intersection is about 85' further south, and the road <br />intersection is about 60' past the driveway. A fast food drive through, gas station, and car <br />wash have important circulation needs in addition to normal retail parking. These needs <br />must be met with safe access and circulation. <br />Staff suggests that the roadway between the two east driveways be narrowed to 20' like <br />the slip lane itself and kept as one -way to the south. This will keep the traffic on the slip <br />lane from Main St. flowing in one direction as far as the two southern driveways, allowing <br />ample stacking distance before meeting vehicles traveling north. <br />Other possibilities include the following: <br />• The northern driveway on the east (Block 1) be converted to right -out only that would <br />allow vehicles to exit the parking lot but not enter. <br />• The northern driveway on the west be revised to right -in only. <br />The southern driveway on the east (Block 1) definitely should be adjusted slightly align <br />centerlines with the driveway on the west. <br />• The existing bank access will become right - in/right -out in the foreseeable future. Otter <br />Lake Road will be reconstructed in this area in order to accommodate future traffic, and at <br />that time a median will be created. It is possible that Anoka County could require that the <br />existing access be converted to right - in/out when development occurs. Either way, the <br />second Otter Lake Road access is a key element as it will be the primary access to the <br />development area. <br />• <br />
