The restaurant building footprint is 4281 sf with the trash area and cold storage <br />connected to the end of the building. <br />While we recognize that a franchise typically has some established building designs from <br />which they select, we wonder about the north end of the building. It is shown as the "front" <br />entrance, has a door, though there is no access to the door: it is all sodded on the north of the <br />building, and the drive - through lane immediately next to the door location. Perhaps the <br />entrance can be extended and the door open to the west. A sidewalk to this door should be <br />added. The building and site layout should be re- examined in relation to one another. <br />The commercial building architectural standards in the zoning ordinance prohibit EIFS from <br />being closer than three feet to the ground, and EIFS must not comprise more than 30% of the <br />front of a building. This must be corrected. Changing the lower 3' will reduce the percentage <br />of EIFS on the north (front) facade. In addition, the south wall does not include any <br />differentiation of base - middle -top other than the cornice along the top of the cold storage and <br />trash areas, which only extend across part of the building on that side. A few minor revisions <br />will ensure the attractive features apply on the entire building. <br />•Lot 1, Block 2, Kwik Trip With Car Wash (sheet A5 and others): Both buildings have red <br />brick walls with tan brick courses for visual variety. The store has a wide stucco band as <br />well. The store is 21' high with 31' peaks. The color of the metal peaks is not shown on the <br />plans. The trash enclosure is attached to the car wash. The store has base - middle -top features <br />in varying degrees on different walls. <br />•Lot 2, Block 2, Retail (sheet Al): The large retail building has 4" precolored block, rock <br />face block in two colors, and EIFS of several colors. It includes the base - middle -top design <br />elements, though the west elevation color scheme was not submitted. This building is 22' <br />high with arched features several feet higher. <br />The plans show a patio behind this building, with no explanation. There also is a drive - <br />through window on the north elevation. If this is intended for fast food or restaurant use, the <br />parking requirement increases. The circulation of the site does not work for a drive through <br />on that wall. Both a drive through and outdoor seating need a conditional use permit (CUP). <br />These issues need to be clarified and addressed. <br />The trash enclosure must be attached to the building. The drive lane behind could curve <br />around it. <br />Signage: The submittal included signage specifications. We commend the early <br />consideration of signage as part of the project design. There are several elements of this <br />signage plan that will need to be amended to comply with the City's sign ordinance. Staff <br />will confer with the applicants on these items. <br />We also will need to establish the locations of monument and /or pylon signs, and show them <br />on the revised plans. <br />• <br />• <br />• <br />
