• <br />• <br />• <br />Main Street Village <br />page 11 <br />Park Plan and Park Dedication: The parks plan shows Natural Resource Protection <br />Areas corresponding to the locations of wetlands as revealed by the wetland delineation. <br />These are wetland areas that will be protected by existing wetland law. As noted above, the <br />wetland mitigation plan is being reviewed by the Rice Creek Watershed District. The <br />protected wetlands will be covered by a drainage and utility easement. <br />The park plan shows a transportation trail along Otter Lake Road. We are looking into the <br />possibility of having this constructed with the project. Park dedication will be cash in the <br />amount of $2175 per acre of commercial development. Dedication cash typically is credited <br />for the trail construction. <br />ENVIRONMENTAL BOARD ACTION <br />Stormwater management was the focus of the Environmental Board discussion on July 25. <br />This included the importance of the design of the stormwater facilities, such as infiltration and <br />filtration features. In addition, the AUAR requirement for volume control must be addressed <br />in the project design. <br />There also was consideration of revising the landscape plan to substitute some tree species <br />and ensure plantings in infiltration areas are appropriate. <br />RECOMMENDATION <br />No formal action required for concept review. Staff and applicant are seeking comments to <br />guide project/plan revisions. <br />The following should be addressed with plan revisions: <br />1. Private roadways within the project shall have an improved surface of 26 feet unless safe <br />access and circulation dictate otherwise. <br />2. Examine the option of combining the southern access with the water tower access to avoid <br />creating an additional access onto Otter Lake Road. <br />3. Right of way dedication for Otter Lake Road must be shown on the plans on the southern <br />part of the site. <br />4. A peak parking analysis must be submitted to demonstrate that the peak demand is less <br />than the normally required number of parking stalls. This study must address possible <br />restaurant/fast food uses in this building. <br />5. Lot size data must be resubmitted to reflect the Otter Lake Road right of way dedication. <br />
