The majority of the building is 18' <br />3" high. The "tower" element rises up to 21' 4" with an arch that rises another 2'. The <br />restaurant building footprint is 4590 sf with the trash area and cold storage connected to the <br />south end of the building. <br />• <br />A drive through window is a permitted use in the GB zone. Plan revisions on the north end of <br />the building show a patio providing access to the door and an outdoor seating area. This area <br />requires a CUP, as discussed below. The drive- through lane is immediately next to the door <br />location and we will want to ensure there is an adequate barrier for safety reasons. <br />The commercial building architectural standards in the zoning ordinance prohibit EIFS from <br />being closer than three feet to the ground, and EIFS must not comprise more than 30% of the <br />front of a building. Changing the lower 3' would reduce the percentage of EIFS on the north <br />(front) facade. <br />In addition, the south wall does not include any differentiation of base - middle -top other than <br />the cornice along the top of the cold storage and trash areas, which only extend across part of <br />the building on that side. A few minor revisions would ensure the attractive features apply on <br />the entire building. <br />•Lot 1, Block 2, Kwik Trip With Car Wash (sheet A5 and others): Both buildings have red <br />brick walls with tan brick courses for visual variety. The store has a wide stucco band as <br />well. The metal peaks are green. The store is 21' high with 31' peaks. The trash enclosure is <br />attached to the car wash. The store has base - middle -top features in varying degrees on <br />different walls. A motor fuel station requires a CUP, which includes standards for the <br />canopy. A car wash also requires a CUP. These are discussed below. <br />•Lot 2, Block 2, Retail (sheet Al): The large retail building has 4" precolored block, rock <br />face block in two colors, and EIFS of several colors. It includes the base - middle -top design <br />elements, though the west elevation color scheme was not submitted. This building is 22' <br />high with arched features several feet higher. The trash enclosure is attached to the building. <br />There is a drive - through window on the north elevation intended for a coffee shop. A drive <br />through window is a permitted use in a GB zone. The circulation of the site for a drive <br />through was discussed by staff and the applicant. We received a sketched revision, but not <br />full plans of the revision. This requires further attention. <br />A patio behind this building shown on a previous plan has been removed. Our understanding <br />is that table seating for a coffee shop would be on the sidewalk on the east side. Outdoor <br />seating needs a conditional use permit, and is discussed below. <br />Signage: The submittal included signage specifications. We commend the early <br />consideration of signage as part of the project design. There are several elements of this <br />signage plan that will need to be amended to comply with the City's sign ordinance, including <br />the gas station canopy, among others. Staff will confer with the applicants on these items. <br />
