• <br />• <br />Main Street Village <br />page 12 <br />The ordinance requirements and staff comments follow: <br />a. The applicant submit a site plan and other pertinent information demonstrating the location <br />and type of all tables, refuse receptacles, and wait stations <br />We know where the patio would be for the McDonald's, but have no information <br />for the retail building. Additional information would need to be provided. <br />b. Access to the dining area be provided only via the principal building if the dining area is full <br />service restaurant, including table waiting service <br />If full service is to be provided, access must be only from the building, not directly <br />from the sidewalk. This is not an issue at McDonald's, but we do not know what <br />is planned for the other building. This would need to be determined. <br />c. The size of the dining area is restricted to thirty (30) percent of the total customer floor area <br />within the principal structure. <br />The McDonald's patio is about 50% of the inside customer area. We have no <br />information for the other outdoor seating area <br />d. The dining area is screened from view from adjacent residential uses in accordance with <br />Section 3, Subd. 4.Q of this Ordinance. <br />e. All lighting be hooded and directed away from adjacent residential uses in accordance with <br />Section 3, Subd. 4.F of this Ordinance <br />There is no adjacent residential area to be screened or protected from lighting. <br />f. The applicant demonstrates that pedestrian circulation is not disrupted as a result of the <br />outdoor dining area by providing the following: <br />1) Outdoor dining area shall be segregated from through pedestrian circulation by means of <br />temporary fencing, bollards, ropes, plantings, or other methods, and shall be subject to <br />review and approval by the City Council. <br />2) Minimum clear passage zone for pedestrians at the perimeter of the restaurant shall be at <br />least five (5) feet without interference from parked motor vehicles, bollards, trees, tree <br />gates, curbs, stairways, trash receptacles, street lights, parking meters, or the like. <br />3) Overstory canopy of trees, umbrellas or other structures extending into the pedestrian <br />clear passage zone or pedestrian aisle shall have a minimum clearance of seven (7) feet <br />above sidewalk. <br />On the McDonald's site, there should be a railing to prevent pedestrians from <br />wandering into the drive through lane. Passage to the door is easily ensured by <br />locating tables appropriately. Two linden trees are proposed on the patio. On <br />the other site, we have no information for the other outdoor seating area. <br />g. The dining area is surfaced with concrete, bituminous or decorative pavers or may consist <br />of a deck with wood or other flooring material that provides a clean, attractive, and <br />functional surface <br />This is easily addressed, though we have no specific information on either site. <br />h. A minimum width of thirty -six (36) inches shall be provided within aisles of the outdoor <br />dining area. <br />We have no specific information. <br />
