A permit must be obtained from the Rice Creek Watershed District prior to site work and <br />the project must comply with all permit conditions. <br />4. Landscaping plan revisions should address the recommendations of the City Forester and <br />Environmental Board. <br />5. Several site access and circulation issues must be resolved. Vehicle and truck access and <br />circulation must be demonstrated to be adequate for the site and the project overall. <br />6. Pedestrian and bicycle access to the site and circulation within the site must be included <br />and shown on plans. <br />7. An easement for access to the water tower via the southern access to the development <br />must be granted to the City to allow the elimination of the existing water tower access on <br />Otter Lake Road. The access deed must be submitted prior to site work commencing. <br />8. The southern road must be constructed with the first phase. <br />9. Snow must be removed from the site or adequate storage area created. <br />10. The commercial building architectural standards in the zoning ordinance prohibit EIFS <br />from being closer than three feet to the ground. This must be corrected on the <br />McDonald's building. <br />11. The south facade of McDonald's should be re- examined for the possibility of <br />incorporating a base - middle -top appearance. <br />12. Any comments from the Anoka County Highway Department should be addressed. <br />13. The motor fuel station canopy fascia cannot be more than three feet in vertical height. A <br />new design must be submitted for review prior to approval by the P & Z Board. <br />14. The motor fuel station canopy may have contrasting color bands not to exceed an <br />accumulative width of four inches. A new design must be submitted for review prior to <br />approval by the P & Z Board. <br />15. The motor fuel station canopy lighting must be recessed. Details or fixture cut sheets for <br />the canopy lights must be submitted prior to approval by the P & Z Board. <br />16. Data must be submitted indicating the landscaped area of Lot 1, Block 2. <br />17. Information on the number of vehicles that the car wash can service in 30 minutes must be <br />submitted. <br />
