Pine Glen <br />page 4 <br />The lift station for the project must be shown within a 50' x 50' property to be deeded to <br />the city upon recordation of the plat. <br />Grading and Stormwater Management: The city engineer reviewed the submittal <br />and his comments are attached. <br />Parks, Open Space: The proposal does not include any land dedication for parkland, <br />only a cash dedication will be required. Park dedication fees are $2,075 per residential <br />unit and $2,175 per commercial acre. <br />The City of Lino Lakes Parks, Natural Open Space /Greenways and Trail System Plan <br />indicates a trail along the Lake Drive frontage that is not currently indicated on the <br />proposed plans. A 15 foot wide trail easement will need to be dedicated to the city prior <br />to any final plat being approved by the City Council. <br />At one point the developer did indicate a private trial system through the development; <br />this has been removed in favor of a public trail being planned within the Dupont Avenue <br />right -of -way that was dedicated as part of the Lakeview Woodlands development to the <br />south. The developer has included a 8 foot wide bituminous trail to connect the Dupont <br />Avenue trail with the main east -west street of the development, the details of this <br />segment of trail will be worked out with staff prior to construction. If installed by the <br />developer the city will entertain an appropriate reduction in the park dedication fees. <br />The eastern portion of the site is partially indicated as a greenway area on the City of <br />Lino Lakes Parks, Natural Open Space /Greenways and Trail System Plan. It also <br />indicates a potential trail connection to the north to link up to the city park at old city hall. <br />The applicant has previously discussed turning over the large greenway to the city. Staff <br />is recommending this as a condition, with the stipulation that it will not reduce the park <br />dedication fees required as part of the project. <br />ENVIRONMENTAL BOARD <br />The Environmental Board reviewed the project on July 27, 2005. The recommendations <br />are attached and a number of the comments have been included as conditions of approval <br />with this staff report. Including a conservation easement over the wetland portion of the <br />site; native seed mix plantings with a three year management contract; a homeowner's <br />association; City boulevard trees; and review of the commercial areas to require <br />conformance with city standards. <br />PLANNING AND ZONING BOARD <br />The Planning and Zoning Board held a public hearing at the August 10, 2005 regular <br />meeting, and recommended approval of the item with the attached conditions at the <br />September 14, 2005 meeting. <br />• <br />• <br />• <br />
