III. Guidelines <br />The following guidelines apply to all project proposals. <br />A. No matching funds are required for grant proposals up to $50,000. Matching funds of 25% of the <br />total grant amount are required for grant requests over $50,000; in -kind staff and other expenses are <br />eligible for use as matching funds. <br />B. Grant funds are a reimbursement grant, however grant funds will be provided upon receipt of a <br />purchase order or an invoice to the municipality for eligible project expenses. <br />C. Drop -off center guidelines are as follows: <br />• Municipality must promote the drop -off recycling center quarterly (at a minimum) in <br />newsletters, cable TV, local newspapers, and mailings. <br />• Recycling drop -off center must be open to all Anoka County residents. (Tonnage credit does <br />not have to be provided to other municipalities and the host municipality is not required to <br />subsidize the cost for recycling materials dropped off by out -of- municipality residents.) <br />• Recycling drop -off center must be enhanced by: <br />o providing additional hours or days per week/month, <br />o increasing the efficiency of an existing operation; or <br />o accepting additional materials or substantially increasing the quantity of materials <br />accepted. <br />• The program must accept and promote the recycling drop -off center for small business <br />recyclables in reasonable quantities. For example, the recycling drop -off center should be <br />able to receive a pick -up load of material from a small business. Note that the municipality <br />may require special arrangements be made by appointment to receive the material. <br />D. Recycling Day Event guidelines are as follows: <br />• Recycling day events must be enhanced by: <br />o providing additional days per year, <br />o increasing the efficiency of an existing operation; or <br />o accepting additional materials or substantially increasing the quantity of materials <br />accepted. <br />• Recycling day events must be open to all Anoka County residents. (Tonnage credit does not <br />have to be provided to other municipalities and the host municipality is not required to <br />subsidize the cost for recycling materials dropped off by out -of- municipality residents.) <br />• <br />E. Municipal event enhancement guidelines are as follows: <br />• Funding for recycling containers, a consistent recycling program is the primary goal of the <br />county so that residents may freely go from one municipal event to another and recognize <br />recycling containers. A joint purchase of recycling containers or signage may be offered by <br />the county to assist this effort. <br />• Planning, implementation and promotion of municipal event recycling opportunities. <br />F. Recycling Enhancement Grant Funds may not fund existing activities or operations. Funding is <br />intended for new and innovative projects or to expand the scope of existing recycling efforts. Funding <br />is intended to initiate and defray initial capital, start up, and educational /promotional costs for <br />implementation of enhanced recycling activities. <br />2 <br />
