Mr. Black was present for comments <br />Lino Lakes Environmental Board has the following recommendations concerning the <br />Preliminary Plat /PUD proposal for the Saddle Club: <br />1. It should be required that all top soils in hydric soil areas that are removed from the <br />buffer areas shall be returned to the same site as much as possible after grading is <br />done. <br />2. Given the Lino Lakes Environmental goals the board recommends an establishment of <br />a Homeowners Association for the ongoing maintenance and sustainability of <br />Conservation Easement areas. <br />3. Require use of a lower profile curb similar to the Foxborough development in order to <br />not create any more barriers to the Blanding turtle or any nesting turtle species <br />4. All Outlots should be deeded to the City of Lino Lakes <br />5. Buffer areas must be an average of 50' wide along the Wetland Management <br />Corridors <br />6. Signs indicating the location of all conservation easements must be placed on all <br />property lines similar to the ones in installed in Foxborough. Signs must be approved <br />by the City <br />7. Expanding the Outlots to the property lines as feasible to encompass more of the area <br />as per discussion between developer and city staff. <br />8. The developer should produce a handout that gives the new homeowner information <br />at the time of purchase about Conservation Easement. Use Foxborough as an example <br />9. Allow for the removal of Green Ash and Aspen in the buffer areas without mitigation <br />10. The storm pond /pretreatment pond should be lined where there is not adequate <br />separation from the groundwater. <br />11. The SWPPP must be specific to the site <br />12. There is no formal landscape plan and the final landscape plan including the pond <br />areas must be reviewed by the Environmental Board for recommendations. <br />Ms. O'Dea asked for a motion to approve this development with the 12 <br />recommendations.
