• <br />Park Board Meeting - October 3, 2005 <br />Minutes <br />Pat stated the City is in need of larger programmed parks and <br />asked that the developer consider that when submitting <br />preliminary plats. <br />Mr. Hayes stated staff has asked the development team to look <br />into public vs. private parks within the project. <br />Chair Lindy stated the Park Board does not want to see a lot of <br />left over unusable land within the project designated as "park ". <br />The expectation is that dedicated parkland is usable land. <br />Paul expressed concern regarding the breaking of drain tiles <br />within the project during grading activity and creating <br />additional wetlands and drainage problems on other sites. <br />It was the consensus of the Park Board that they are supportive <br />of the process the development team is following but do need more <br />details. <br />REVIEW PINE GLEN PRELIMINARY PLAT: <br />Rick advised Pine Glen is a 78 -lot single family residential and <br />2 -lot commercial subdivision. The property is located on the <br />east side of Lake Drive approximately 900' south of Main Street. <br />The current preliminary plat does not indicate any public trails <br />or sidewalks. Rather, an 8' wood chip private trail is indicated <br />along the southern border of the development. <br />Rick reviewed the staff recommendations at the August 10, 2005 <br />Planning and Zoning Board meeting regarding park dedication and <br />trails for the project. He noted the intent of the City for <br />Outlot C is to provide the possibility of a greenway corridor <br />area at some point in the future. <br />Rick stated that during the public hearing, there was some <br />discussion between area residents and Planning and Zoning Board <br />Members regarding possible public trails and sidewalks. Since <br />the City is generally lacking in trails in the northern portion <br />of the City, many residents and Planning and Zoning Board Members <br />felt a public trail is warranted rather than a private, woodchip <br />trail. It was suggested that the Park Board evaluate the <br />proposed development in regards to whether any public sidewalks <br />or trails are needed. <br />Rick advised regardless whether the trail is private or public, <br />staff suggests that a public trail be extended to the west within <br />the Dupont Avenue right -of -way; then southerly within the Della <br />Lane right -of -way to Lino Park. He referred to the sketch plan <br />outlining the staff suggestions. <br />2 <br />
