October 13, 2003 City Council <br />Apollo Center <br />An initial and revised Grading, Drainage and Erosion Control Plan was submitted <br />for review by the City Engineer. The City Engineer's review of that plan resulted <br />in the following comments: <br />• As of September 4, 2003, the Minnesota Pollution Control Agency <br />requires a Storm Water Pollution Prevention Plan (SWPPP) be developed <br />as part of the Application for General Storm Water Permit for Construction <br />Activity (MN R1000001). The developer should submit a copy of the <br />SWPPP to the city, so that a copy exists at City Hall. <br />• The regional pond should be adequate to handle this area's stormwater. It <br />should be noted that this is a rate control, not a water quality pond. Rice <br />Creek Watershed District may require water quality. <br />• Approval from Rice Creek Watershed District will be needed before the <br />City can give final approval <br />• New MPCA rules, now in effect, require a grading permit for grading of <br />one acre or more. <br />Environmental Review Board <br />The Environmental Review Board reviewed the project on July 30, 2003 and <br />recommended approval. Where applicable, comments of the Environmental <br />Review Board have bee incorporated into this report. <br />Planning and Zoning Board <br />At its August 13, 2003 meeting the Planning and Zoning Board reviewed this <br />request and recommended approval with the conditions set forth in the staff <br />recommendation. <br />Recommendation <br />The proposed site plan is consistent with the City of Lino Lakes' Comprehensive <br />Plan and Zoning Ordinance. Staff recommends approval of the proposed <br />development, subject to the following conditions: <br />1. A color rendering of the building facade and side and rear walls consistent <br />with the goals of Lino Lakes Comprehensive Plan and Zoning Ordinance <br />(Section 3, 4.C) <br />2. All signage should be printed in a uniform style to provide continuity in <br />design. <br />3. Face veneer brick should be replaced with full bricks. <br />4. The coping and cornices should be extended onto the proposed auto <br />repair building so that it appears more integrated with the entire structure. <br />5. A detail of the types of planters or areas for planting should be provided. <br />6. Additional design information must be provided to assure the structure will <br />be built to complement the design intent of the City of Lino Lakes as <br />expressed in its comprehensive plan. <br />Page 8 <br />
