Motion carried 6 -0. <br />Mr. Johnson made a MOTION to approve the Final Plat for Highland Meadows West, <br />and was supported by Ms. Lane. Motion carried 6 -0. <br />This item will go before the City Council Monday, March 13, 2000, 6:30 p.m. <br />B. PUBLIC HEARING, Shiloh Church, 1189 Main Street, Conditional Use <br />Permit <br />Chair Schaps declared the public hearing open at 6:55 p.m. <br />Mr. Smyser advised that Shiloh Church of Lino Lakes has approached the Lino Lakes <br />Senior Citizens requesting permission to use their space at 11�� ;n Street (the old City <br />Hall) for church services. The property is zoned Rural and e only allowed <br />with a Conditional Use Permit (CUP). In addition to t Q £'' ur ing a CUP, the <br />City's lease with the Seniors did not provide for oth reviewed that lease <br />and is revising it to ensure that the Seniors can sch le'tsers in the building and <br />that a church can be accommodated. The Seni i hen a able to schedule their <br />leased space according to guidelines in the ado nt and those guidelines will <br />include churches with a CUP. <br />Staff presented the required fmdin to consider approval of a CUP and <br />recommended approval of the C. `''a .e Permit for Shiloh Church based on <br />findings and conditions indi t ;:, aff report. <br />Ms. Lane inquired reg e: nded dates for use. Mr. Smyser stated the Church <br />will only be using the s n Sundays. <br />Mr. Johnson asked' =.re concerns with regard to maximum occupant capacity. Mr. <br />Smyser stated plaq exist over the doors indicating the maximum occupancy capacity <br />which totals 300 peo e between the old Council Chambers and Community Room. <br />However, staff believes a more realistic number is 200 occupants. <br />Mr. Johnson stated he has seen other locations where churches are allowed to erect a <br />temporary sign the day before the event which would provide more publicity. He <br />suggested a wording revision to allow the placement of the sign 24 hours prior to the <br />event with it being removed within one hour of the event. Mr. Smyser stated that could <br />be done but the issue is how much use of the City's facility they want to allow. <br />Chair Schaps asked the Planning Boardmembers if any objected to allowing the sign to be <br />placed 24 hours in advance.
