The PDO rezoning and site development are premature in light of anticipated <br />improvements to both CSAH 23 and the I -35 /CSAH 23 interchange which will impact <br />the site design and traffic circulation of the proposed PDO. <br />5. The PDO is intended to offer design flexibility in return for improved site design, and <br />land use relationship. The PDO material has not established specific plans and design <br />commitments to ensure that the quality development initially offered in the concept plan <br />will be achieved in exchange for the requested ordinance flexibility's. <br />The MOTION was supported by Mr. Robinson. Anoka Count Correction, Site Plan Review, 4th Avenue & Lilac <br />Ms. Wyland stated the request is to allow the construction of an addition to the existing <br />60 bed adult detention facility at 7555 4th Avenue. Ms. Wyland noted building permits <br />will be required and the City will inspect the addition. <br />Mr. Ceynowa, Director of the Anoka County Corrections, added that the building is fully <br />self contained. No additional fencing will be needed. <br />Mr. Johnson made a MOTION to approve the site plan review based on the following <br />conditions: <br />1. Proper building permits are obtained prior to construction. <br />• 2. Grading and drainage plans are approved by the City Engineer. <br />
