Final drainage and utility plans are reviewed and approved by the City Engineer. <br />3. Permits are obtained from the Rice Creek Watershed District. <br />4. Permits are obtained from Anoka County, if required. <br />5. Trash handling area is indicated on the plan and properly screened from the street and <br />adjoining residential properties. A revised site plan shall be provided to the City for the <br />file prior to the Council meeting. <br />6. A lighting plan and final construction plans are reviewed by the CPTED Officer and <br />City staff. <br />7. A landscaping plan is provided for the entire site which includes existing and proposed <br />plantings and provides screening between the parking area and air" ping residential <br />properties where it does not exists. Mr. <br />Smyser indicated there are other areas in the City that have that zoning. <br />Acting Chair Johnson asked why the issue of rezoning has come up without a specific site <br />plan. Mr. Smyser stated the applicant originally had a site plan. The applicant is <br />currently working on a revision of the site plan. The applicant asked that the City move <br />forward with the rezone. The site plan will eventually come before the Board for <br />reviewal. <br />• Acting Chair Johnson expressed concern regarding the shared driveway access with the <br />clinic and traffic problems.
