DISCUSSION ITEMS <br />A. Preservation Development <br />Mr. Smyser stated the City has been designing a new process to guide development in the <br />City. The goal is to preserve open space and natural features while still allowing <br />developers to have successful projects. <br />The City is nearly ready to proceed with implementing the new process. Mr. Smyser <br />reviewed the summary of the steps in the process that will act as a guide to discuss the <br />new "Preservation Development ". <br />Mr. Smyser indicated some significant changes will be necess. The subdivision zoning ordinance must be amended to implement <br />this new way of doi <br />1 <br />Mr. Smyser asked th "lanning and Zoning Board for their ideas, reactions, and <br />comments. <br />Mr. Trehus expressed concern regarding the timing of projects coming before the Board <br />twice. Mr. Smyser stated the application fee step may move up in the process. He agreed <br />that the various Boards will review projects more than once. The goal is to do all the <br />hard work up front and to get people involved. The process is going to be clumsy until all <br />the bugs are worked out. <br />Acting Chair Johnson noted the Boards already see plans twice due to the concept plan. <br />He suggested the various agencies such as the DNR and RCWD be worked into the <br />process. <br />Mr. Schilling asked about other communities using this process. Mr. Smyser stated there <br />are a number of communities in the Twin Cities that are using the process. He indicated <br />he could obtain a list of 5 -10 developments that went through this process. He stated the <br />
