Mr. Smyser stated the comments will be incorporated into <br />finalizing the preliminary program design. The next step will be to meet with the <br />developers. <br />Mr. Dunn stated everyone is looking for something like this to be in place. It is a proven <br />concept in other parts of the country. He stated it is mandatory to get all appointed <br />groups to buy into the plan as it materializes. He suggested a workshop where all groups <br />discuss the plan and possibly some groups meeting with the developers also. He stated it <br />is vitally important to begin looking at zoning changes. Residents need to be aware of the <br />rules and regulations as soon as possible. It is proven that land used this way is better <br />ecologically to preserve open space and the environment. He added it is mandatory that a <br />mechanism be put in place to make the open space be dedicated forever. Tough <br />mandatory ordinances that make that happen are needed. <br />Mr. Dunn continued stating what has been done previously in has not been bad. <br />This is another step in the learning process. Clearwater Creek Phase III <br />Mr. Smyser stated the City has received the next version of Clearwater Creek 3rd <br />Addition from Mr. Mike Quigley. This project is the City's prototype Preservation <br />Development project. It began before the City had any program in place, and so the City <br />is playing catch up to some degree. <br />Mr. Smyser reviewed the latest plan and discussed how staff and the City's consultants <br />have suggested some changes. He also summarized the discussion the City had regarding <br />the project with the Environmental Board and the Park Board. <br />
