Planning & Zoning Board <br />March 11, 1998 <br />Page 4 <br />Mr. Dunn also inquired as to the status of the architectural design guidelines for use by <br />the Planning & Zoning Board. Mr. Wessel explained that the guidelines are coming <br />together, for published form by the end of this year. <br />Mr. Johnson expressed concern about the chimney height. Mr. Wessel pointed out that <br />the chimney has been redesigned. Mr. Reese explained that the smokestack is diamond - <br />shaped, and will be rotated so that it stands adjacent to the building with a point closest to <br />the building. Additionally, there will be a cap at the top, with a substantial portion being <br />constructed of masonry with a transition to metal. <br />Mr. Dunn asked about Item "e" under the "Conditional Use Permit Review" portion of <br />the executive summary, which reads: <br />e. Will not create excessive additional requirements at public <br />cost for public facilities and services and will not be detrimental to <br />the economic welfare of the community. <br />Mr. Wessel stated that, with respect to the Early Childhood Learning Center, the lease <br />arrangement will pay for this project. Therefore, there is no foreseeable risk to the <br />community with regard to funding. <br />Chair Schaps asked about the approximate cost of the project. Mr. Wessel explained that <br />the original budget is $6 million. <br />Mr. Herr asked about the planned technology for the proposed Council chambers. Mr. <br />Wessel stated that the present technology would be installed within the new facility, and <br />that it is included in the budget. <br />Mr. Gelbmann asked about the necessity for approving this portion of the project prior to <br />approval of the subdivision. Mr. Wessel explained that approval of the present matter <br />will keep the project on schedule. <br />Mr. Gelbmann asked about seating capacity within the new Council chambers. Mr. <br />Wessel explained that the total capacity is 92, and that expansion could be accommodated <br />within the concourse area through use of monitors. <br />Mr. Gelbmann asked how the size of this proposed facility compares to those of other <br />cities. Mr. Wessel explained that it is average size, with some others being larger and <br />some smaller. <br />Mr. Johnson made a MOTION to close the public hearing at 7:10 p.m., and was <br />supported by Mr. Gelbmann.
