Planning & Zoning Board <br />June 10, 1998 <br />Page 4 <br />The City would like to see a rough concept to tie together all the property for future <br />development. <br />Chair Schaps indicated he did not think that request was unreasonable. <br />Mr. Kerber stated that if he does not know where roads will be developed he cannot <br />present the entire site plan. <br />Chair Schaps stated that he should then acquire all property before presenting a site plan. <br />Mr. Kerber stated that if he had some direction from the City he could present a site plan. <br />Mr. Corson asked if the applicant presented a ghost plat that would be acceptable to the <br />City. Mr. Brixius indicated that is what he is looking for. Because this is just a small <br />triangular portion of land, he is not looking for a land survey. Mr. Brixius stated that he <br />is asking for an idea about development that will preserve the rights of the current <br />property owners. <br />Mr. Corson asked about coaving. Mr. Brixius stated that coaving had been approved for <br />Highland Meadows. <br />Mr. Kerber stated that they are dealing with a very small property and are not going to do <br />anything to dissatisfy current residents. At the neighborhood meeting one of the issues <br />was the neighborhood did not want townhomes on 79th Street. The neighborhood wants <br />a nice flow going into Highland Meadows. Mr. Kerber referred to a map showing 79th <br />Street and possible access. He stated that there are many variables to work with. <br />Mr. Corson asked if presenting a ghost plat would be a problem. Mr. Kerber stated that a <br />ghost plat was done with Highland Meadows. A ghost plat is very difficult to do because <br />the area is so small. <br />Mr. Dunn stated that if the Board were reviewing this in January, 1999, the <br />Comprehensive Plan would be in place. Conceptually, the Task Force is in agreement <br />with what Mr. Kerber is presenting. Because the Planning and Zoning board is an <br />advisory Board, Mr. Kerber will need City Council approval. The Planning and Zoning <br />Board cannot guarantee the R -3 zoning. Mr. Dunn suggested that Mr. Kerber work with <br />City Staff to address the City's issues. <br />Mr. Kerber stated that adhering to the City's request would be just like adding lines to a <br />piece of paper. It will have no meaning. <br />Mr. Dunn indicated the City did not see it that way. North Suburban Development, Inc., <br />is the ultimate benefactor from this effort. <br />• <br />• <br />• <br />
