Planning & Zoning Board <br />June 10, 1998 <br />Page 6 <br />Chair Schaps verified that what is needed from the P &Z is an endorsement of the PDO <br />and formal action on the Preliminary Plat. <br />Mr. Corson stated that the developer for Trappers Crossing paid for sewer and road <br />improvement. He asked what this plat will dedicate. Mr. Brixius indicated that this issue <br />will be raised with the City Council. Mr. Corson stated that he would like to see <br />consistency. <br />Mr. Trehus asked if it was possible to move the pond over to eliminate the need for the <br />PDO. Mr. Brixius stated that the drainage function of the pond was best suited in the <br />proposed site. <br />Mr. Johnson asked what the City would be receiving to justify the PDO. Mr. Brixius <br />stated that Trappers Crossing had a similar plan. The City will be getting a development <br />that will fit into this site. The integrity of the zoning will be maintained. <br />Mr. Schaps noted that most of the current members of the Planning and Zoning Board <br />were not involved with Trappers Crossing. He stated that the narrowness of the two <br />corner lots concerned him. Mr. Brixius stated that the lots can maintain the side setbacks. <br />Mr. Dunn stated that Trappers Crossing involved more lots. He expressed concern <br />regarding a precedence being set by the City. Although Trappers Crossing was granted a <br />PDO, a broad scale for another development is not necessarily justified. He stated that <br />the lot sizes are too small, there is a traffic hazard at the corner of Holly Drive, and ditch <br />25 could cause a problem. <br />Chair Schaps asked about eliminating one lot. Mr. Brixius stated that if one lot is <br />eliminated there is not the need for a PDO. Chair Schaps asked if eliminating one lot has <br />been considered by the applicant. The applicant indicated he wanted to pursue the 11 lot <br />PDO. <br />Mr. Corson stated that Holly Drive reminded him of Ware Road because of children and <br />bike traffic. He asked about possible trail options. Ms. Wyland indicated that the <br />proposed trail along Holly Drive to Lot #1 is for the purpose of gaining access to Birch <br />Park through Trappers Crossing. <br />Mr. Corson asked about any comments from the Rice Creek Watershed District. Ms. <br />Wyland indicated that the Rice Creek Watershed District has reviewed a permit <br />application and approval of the permit is pending. <br />Mr. Dunn wondered why this item was already scheduled for City Council <br />approval/denial when the Planning and Zoning Board has not given a recommendation. <br />Mr. Brixius stated that it was on the schedule for a City Council Meeting.
