• <br />PLANNING & ZONING BOARD <br />FEBRUARY 14, 1996 <br />In order to accommodate the request the following <br />approvals are necessary: <br />1. Rezoning of a portion of the subject site from R -1, <br />Single Family Residence and L -1, Light Industrial <br />to PSP, Public /Semi - Public District. <br />2. Subdivision Concept. <br />3. A site plan review and conditional use permit to <br />allow a middle school within a PSP Zoning District. <br />Mr. Brixius recommended approval of the rezoning if the <br />City finds the proposed middle school use of the property <br />to be acceptable and is contingent upon the subdivision <br />approval to establish definite boundary of the proposed <br />school site. If rezoning is granted the Land Use Plan <br />should be amended to reflect the City's desired use. <br />Mr. Brixius recommended with the approval of the PSP <br />rezoning, that the subdivision concept be approved and <br />subject to the following conditions: <br />1. Submission of Preliminary and Final Plat conforming <br />to the zoning and subdivision requirements, and <br />including lot and block legal description. <br />2. All necessary drainage and utility easements to be <br />provided as recommended by the City Engineer. <br />Mr. Brixius recommended a conditional use permit to build <br />a middle school be approved subject to the following <br />conditions: <br />1. On site traffic control signage must identify <br />entry, exits, one -ways, no parking along fire <br />hydrants, etc. <br />2. A ten foot trail with a turn around is recommended <br />at the west ballfield to allow for emergency <br />vehicles into the recreation areas. An extension <br />of the pedestrian trail from Elm Street onto the <br />site to connect to the school building, and a trail <br />extension from Fourth Avenue to the school <br />building. <br />2 <br />
