• <br />• <br />• <br />PLANNING & ZONING BOARD <br />FEBRUARY 14, 1996 <br />Mr. Wayne Houle, OSM, Inc., stated he had been contracted <br />by the City of Lino Lakes to study the area of <br />transportation and service area for municipal utilities <br />including water and sewer for the aforementioned <br />property. Mr. Houle showed the preferred alignment which <br />was chosen after many meetings with the School District, <br />MnDOT, City staff, City Planning staff and the adjacent <br />property owner. <br />Chair Schaps asked what made this the "preferred <br />alignment ". <br />Mr. Houle explained the major reason was that it worked <br />with all the property owners who abut the roadway. It <br />separated the Rehbein traffic from the school traffic and <br />it was more likely MNDOT would approve a stoplight at the <br />intersection of Fourth Avenue and Lake Drive. <br />Mr. David Pieper, OSM, Inc., explained they had performed <br />a traffic analysis of the amount of traffic which would <br />be generated by the proposed school. The school is <br />anticipated to have 1650 students with a capacity of 1800 <br />students within a few years. They also had performed a <br />traffic analysis based on the impact of adjacent <br />development. With this data they looked for the best, <br />safest access for the school. If two accesses for the <br />school were provided on Lake Drive they would be too <br />close together and could not both be signalled. If the <br />traffic is funneled into one access there will be enough <br />traffic to warrant placement of a stoplight. <br />Mr. Johnson noted the site north of the school will <br />eventually be used for industrial purposes. He <br />questioned how Fourth Avenue would service that area. <br />Economic Development Director Wessel stated there were <br />two options for access to the industrial area. One would <br />be to access off Fourth Avenue. The other option would <br />be to extend a road into the industrial area from the <br />north. <br />Mr. Schones asked if the engineers were aware of the <br />correspondence received from the Nordines, 7190 Gray <br />Heron Drive and asked if their concerns would be <br />addressed before the City Council meeting. <br />4 <br />
