• <br />PLANNING & ZONING BOARD <br />FEBRUARY 14, 1996 <br />Mr. Houle stated they would issue a letter to City <br />Engineer Ahrens addressing the concerns and copy the <br />Nordines. <br />Mr. Mesich stated he was concerned with the curve on <br />Fourth Avenue. He asked why it could not be changed to <br />a corner with another street. He felt it was illogical <br />for Fourth Avenue to swing and then start up again on the <br />other side of the highway. <br />Mr. Pieper indicated the internal site plan caused that <br />plan to be developed and it does work with the existing <br />road. The main idea to the plan is to keep the school <br />area safe. <br />Mr. Houle noted Fourth Avenue had to be situated as it <br />was due to the wetlands. In this proposal Fourth Avenue <br />encroaches on less that 1/2 acre of wetland and it is <br />easier to approach the Watershed District for the permit <br />process and usability of the land. <br />Mr. Herr asked if the engineers had discussed with St. <br />Joseph Church how the proposal will impact their <br />facility. <br />City Engineer Ahrens noted St. Joseph Church was not <br />included on the group of agencies to which the site plan <br />was revealed as the proposed road improvements will not <br />impact them other than by the additional traffic. <br />Mr. Mesich asked what criteria was being used to <br />determine that the intersections were too close together <br />to both be signalled. <br />Mr. Pieper stated it was unknown i-f MNDOT would even <br />allow two access points. This will not be known until a <br />proposal is made to MnDOT. The intersection at 35W and <br />Lake Drive will also be signalled in the future and three <br />signals will not function due to their close proximity. <br />Chair Schaps noted that although there will be buses <br />available and a stoplight installed, kids are still going <br />to walk and are going to cross at Elm Street. This is a <br />dangerous intersection. <br />
