• <br />• <br />• <br />PLANNING & ZONING BOARD <br />FEBRUARY 14, 1996 <br />Mr. Pieper stated this proposal will facilitate the <br />installation of one signal light and that will be better <br />than two un- signalled intersections. <br />Chair Schaps asked if it would be possible to install <br />flashing lights and post a reduction in the speed limit. <br />Mr. Pieper stated speed control was at MNDOT's <br />discretion. <br />Chair Schaps stated he would only like to see the speed <br />limit reduced when children are going to and from school. <br />Mr. Johnson noted there were problems at Chippewa Middle <br />School and they were able to work out traffic control <br />measures. <br />Mr. Herr noted the intersection is staffed by police. <br />Mr. Houle noted MNDOT would be approached regarding the <br />acceleration lane off Elm Street onto 49 and at that time <br />the issue of the pedestrian cross point and control of <br />traffic could be addressed. <br />Mr. John McClellan, School Superintendent, stated he <br />appreciated the concerns of the Planning Commission. He <br />indicated he also would prefer two stoplights but was <br />told only one will be allowed. All children in the <br />school district to the east side of the site will be <br />bussed. He stated he did not feel there would be a <br />problem during the school day but did acknowledge <br />children crossing may be a problem on the weekends and in <br />the summer. <br />Chair Schaps questioned if a tunnel such as the one on <br />Birch Street could be installed. <br />City Engineer Ahrens stated it could not because the <br />water table was too high in this area. It would require <br />significant excavation. <br />Mr. Mesich noted the proposal will also force traffic <br />from Lake Drive to drive through a school zone to get to <br />Elm Street. Traffic will come directly from a 55 mile <br />per hour zone and be put on a nice straight street. He <br />stated he felt this was extremely dangerous. He <br />6 <br />
