The church is also willing <br />to work with the City to allow an east/west trail through the center of the property. <br />Ms. Wyland further stated that church officials held a neighborhood meeting <br />attended by approximately 15 property owners. According to church <br />representatives, the majority were concerned about what type of development <br />and activities would occur in the park area. Those answers are premature at this <br />time because the City is only in the preliminary stages of reaching a lease <br />agreement. City Park Board members were not present at the meeting. The <br />applicant has addressed concerns expressed by the Board. Development of the <br />northern portion of the property will require further City review and additional <br />public hearings. Staff is recommending approval, subject to the conditions listed <br />in the staff report. <br />Dunn asked if the grading for the church has started. <br />Ms. Wyland responded that the church has agreed to allow the Metropolitan <br />Council to store pipe for the M.C.E.S. project on Ware Road /County Road J. The <br />current grading is for that purpose, not the church building. <br />Dunn asked if grading will disturb wetland. <br />• City Engineer Ahrens stated that there would be no impact to the wetland. <br />• <br />Ms. Wyland noted that the applicant is required to post a bond, conduct soil tests <br />and take adequate erosion measures to protect the wetland. Those <br />requirements are part of the Rice Creek Watershed District's review and <br />approval. The bond will not be released until the site is adequately restored. <br />Johnson asked if any neighborhood concerns were expressed at the meeting. <br />Ms. Wyland answered that no one has any objections to the church. The <br />questions focused on what would be in the park. <br />Chair Schaps asked for public comment. There was none. <br />Al Robinson made a MOTION to close the public hearing at 6:46 p.m. and was <br />supported by Dunn. Motion carried 6 -0. <br />Mr. Eldon Morrison, Project Architect, White Bear Lake, reported that there <br />were no serious objections expressed at the neighborhood meeting. Property <br />owners were invited to this hearing. <br />William Johnson made a MOTION to approve the site plan review, subject to the <br />conditions listed in the staff report and was supported by Robinson. Motion <br />carried 6 -0. <br />
