• <br />• <br />PLANNING & ZONING BOARD <br />May 10, 1995 <br />Ed Schones made a MOTION to approve application 95 -13 -3, <br />Blue Heron Project, 3XX Apollo Drive, Site Plan Review <br />with stated conditions and was supported by Guy Herr. <br />All voted aye. Motion carried. <br />Planning Coordinator Wyland indicated regarding Tax <br />Increment Financing, if any board members have any <br />questions Mr. Wessel would be glad to answer them. Mr. <br />Schones indicated he had spoken with Mr. Wessel prior to <br />the meeting and Mr. Wessel indicated he would be willing <br />to hold a one hour informational class regarding Tax <br />Increment Financing for those interested. Mr. Wessel <br />indicated he would schedule this class and notify Board <br />members. <br />C. 95 -14 -S, Willow Ponds Senior Cottages, Elm Street, <br />Site Plan Review <br />Planning Consultant Brixius briefly reviewed a request to <br />construct a 48 unit elderly residential development upon <br />a 13.6 acre site located east of Sunset Road between <br />Interstate 35W and Elm Street (County Road 12). The <br />development itself consists of four 12 unit multiple <br />family structures and ten single family residential lots. <br />Mr. Brixius indicated in August of 1992, the City <br />approved an elderly multiple family development that <br />included 90 units upon the subject site upon condition <br />that final site plans be submitted and approved by the <br />City. The proposal now being considered has been <br />downscaled from that conditionally approved development <br />proposal. <br />Mr. Brixius indicated that a 10 lot subdivision for a <br />portion of this site will be reviewed by the P & Z in <br />June. <br />Mr. Brixius indicated based on review, his office <br />recommends approval of the submitted site and building <br />plans subject to the following conditions: <br />1. "Typical" building elevations and floor plans <br />are submitted which identify structure height, <br />exterior finish materials, and proposed dwelling <br />unit areas. <br />2. A landscape plan be submitted which identifies <br />the location, variety, and size of all proposed <br />site landscaping. Specific attention should be <br />given to that portion of the site abutting <br />Interstate 35 and area east of the proposed single <br />family homes. <br />3. To provided an assurance that parking supply <br />shall meet parking demand, the following condition <br />should be upheld through deed restriction: <br />
