PLANNING & ZONING BOARD <br />May 10, 1995 <br />• <br />• <br />A. The dwelling units are occupied only by <br />elder residents (55 years and over). <br />B. All garage spaces are provided without fee. <br />C. There shall be no dwelling unit conversion <br />for family use. <br />D. No outdoor storage be allowed in the <br />designated parking spaces. <br />4. Deadend driveway concerns are resolved. <br />5. No parallel parking is allowed on the private <br />streets narrower than 28 feet on the site. <br />6. The off street parking areas, driveways, and <br />private streets are surfaced in bituminous <br />material. <br />7. A perimeter curb is provided around all off - <br />street parking area driveways and private streets. <br />8. The site plan is revised to illustrate required <br />handicapped parking stalls. <br />9. The site plan is modified to illustrate <br />exterior lighting locations. <br />10. The proposed site access locations are subject <br />to review and approval of Anoka County Highway <br />Department. <br />11. If applicable, the site plan is revised to <br />illustrate proposed trash handling areas. <br />12. All site signage comply with applicable <br />provisions of the City Sign Ordinance. <br />13. All restrictive covenants are submitted for <br />City review and approval. These covenants must <br />include the provision that limits occupancy to <br />elderly residents. <br />14. The applicant enter into a development <br />agreement with the City. <br />15. Comments from other City Staff. <br />Mr. Roger Derek, from Cottage Homesteads of America, <br />Inc., indicated this is for low and moderate housing, <br />financed by tax credits. <br />Mr. Derek indicated NSP will be receiving tax credits and <br />will be funding this project. <br />Mr. Derek indicated there are areas in which the <br />developer would like flexibility: <br />1. The developer would like a waiver on required <br />curbing. <br />2. The developer would like the capability to rent <br />out the garages not in use to other tenants. <br />3. The developer would like a release of <br />restriction to garage fees, this would give them a <br />capability of not exceeding the rental cap. <br />• <br />
