• <br />• <br />• <br />PLANNING & ZONING BOARD <br />September 13, 1995 <br />Ms. Wyland indicated a landscaping plan has been provided <br />and reviewed by the City Forester who recommended some <br />minor changes to the species selected for the south /west <br />corner of the site to insure the height does not block <br />visibility. <br />Ms. Wyland noted the proposed construction will be a <br />welcome addition to the Central Business District. The <br />existing building is to be removed and the new <br />construction should greatly enhance the looks of the <br />area. <br />Ms. Wyland noted staff would recommend the 28 +/- spaces <br />would be adequate to serve the site. <br />Ms. Wyland reported the owner's architect has reviewed <br />these plans with MnDot and determined that access will be <br />limited to James Street. An in /out driveway arrangement <br />is provided. The City Engineer has concurred that this <br />arrangement is acceptable. <br />Ms. Wyland indicated staff would recommend and welcome <br />approval of the Dairy Queen site plan with the following <br />conditions: <br />1. A building permit shall be required prior to <br />any construction. The permit fee shall include 1% <br />of construction costs to insure completion of site <br />improvements. <br />2. Sign permits shall be required for all signage. <br />3. A grading and drainage plan, signed by a <br />certified engineer, shall be provided prior to <br />issuance of any building permits and approved by <br />the City Engineer. <br />4. The landscaping plan shall be reviewed and <br />approved by the City Forester as to species type <br />and location. <br />5. The parking area shall be paved with concrete <br />curb and gutter according to City Standards. <br />6. Roof top heating and ventilating units shall be <br />proper_iy screened. <br />7. The City Engineer shall review and approve the <br />on -site septic plans. <br />8. Parking spaces shall be provided according to <br />the staff recommended calculation. A minimum of 16 <br />spaces shall be provided with handicapped parking <br />according to ADA Rules and Regulations. <br />Mr. Schones inquired as to where the septic system would <br />be on the property. Ms. Wyland pointed out the location <br />on the overhead transparency map. <br />Mr. Schones asked how many feet would be required for the <br />drainage system.
