• <br />• <br />• <br />PLANNING & ZONING BOARD <br />OCTOBER 11, 1995 <br />Mr. Brixius indicated the establishing of a broad range <br />of expectations is the first step in updating the <br />Comprehensive Plan. As the Comprehensive Plan is <br />updated, the specifics will be developed. He also <br />indicated the issues regarding low income housing will <br />be addressed in the Livable Communities Act. <br />Janice Stemig a member of the 20/20 Vision Group <br />indicated communication to the community is one <br />important factor in decision making of the Boards and <br />Council. <br />Mr. Johnson inquired if the 20/20 Vision had not been <br />initiated, would the City have acted any differently in <br />its decisions. Mr. Johnson's concern was that the <br />Planning and Zoning Board is a reactive entity and to <br />reach proactive goals will be difficult. <br />Mr. Brixius indicated he felt the results of the 20/20 <br />Group will impact the decisions of the City. The <br />general basis will help to establish goals in the <br />Comprehensive Plan update process. The views expressed <br />by the public in the 20/20 Vision Group will help staff, <br />boards and Council to realize the view of the community, <br />even if only on a vague basis. <br />Chair Schaps indicated communications has been a <br />concern, he asked if the Group had any recommendations. <br />Mr. Houchins indicated the most important aspect is to <br />inform and communicate the reasoning behind decisions to <br />those who are effected. Mr. Houchins noted this would <br />not be for the Planning & Zoning Board alone, but all <br />boards and the City Council. <br />Hearing no further comments, Bill Johnson made a MOTION <br />to close the Open Mike portion of the meeting at 7 :02 <br />p.m., and was supported by Al Robinson. All voted aye. <br />Motion carried. <br />
