She also expressed concern <br />about the elevation of the land on Lots 3, 4, and 5 and would <br />not like to see any clear cutting of the trees. <br />A resident asked if staff was aware of the current wetland <br />rules and regulations. <br />C. Gromek of 145 Woodridge was not in favor of any buildings <br />on Lot 1 and agreed that a park for this site was a good idea. <br />Dale Edlund of 139 Woodridge asked what kind of park this <br />would be and if there would be any trails in the area. <br />Robert Hanson of 6325 Baldwin expressed concern about the road <br />cutting through a wetland. <br />Neil Anderson, 132 Woodridge, asked if Oakwood Street would be <br />constructed. <br />Paul Connoy asked if consideration had been given to providing <br />a park to the south /west of this plat. <br />Judy Coccia advised the staff and P & Z that the last building <br />site in this area on White Pine Road was clear cut prior to <br />construction. She felt the tree preservation program was not <br />very effective in this case and would hope that better care is <br />taken in the future. <br />In response to the above questions, the audience was advised <br />by Al Brixius that the City does have a tree preservation <br />program that would help preserve the mature trees. A site <br />drainage and grading plan will need to be provided and <br />approved by staff to insure proper grading - this plan would <br />address the slope off White Pine Road, the wetland, ponding <br />areas, etc. Mr. Schneider advised the audience that staff <br />is aware of the wetland rules and regulations which will have <br />to be adhered to in relation to the plat and that permits will <br />be required from other agencies having jurisdiction in this <br />area including the Rice Creek Watershed District and the <br />DNR /Corp of Engineers. All these items will be addressed <br />prior to final plat approval. The wetland rules and <br />regulations do provide for the construction of streets however <br />and some mitigation may be allowed. The design of the park is <br />in the hands of the City's Park Board but will most likely be <br />a low impact, mini park as described by Ms. Johnson. Mr. <br />Schneider explained that Oakwood Street is planned for <br />construction as it was when Woodridge Estates was platted. <br />Mr. Jeff Knuston stated that they would hope to begin <br />construction in the spring but much work needs to be <br />
