• <br />• <br />• <br />Planning & Zoning Board Minutes <br />Tom Mesich advised Mr. Rehbein that the P & Z would be looking <br />for a minimum of 10,800 square feet above the wetland. There <br />was some discussion regarding a transportation trail being <br />located on the NSP easement - after some discussion Darrell <br />explained that use of the power company easement for trail <br />would cause minimum disturbance to that easement and should <br />not be a hazard. Mr. Mesich indicated that this was a nice <br />infill project with R -1 existing zoning. <br />After more discussion the P & Z concurred that this proposed <br />development looked favorable. <br />B. Behm's Century Farms - Al Brixius reviewed the staff <br />comments and indicated that the developer has requested that <br />the Planning & Zoning Board informally discuss Behm's previous <br />request for rezoning, comprehensive plan amendment and <br />subdivision. No formal action is being requested at this <br />time, however, the developer hopes to obtain a broader <br />evaluation of the land use objectives for this area. <br />Mr. Uhde was present and indicated that their original <br />proposal provided for 163 lots, the new plan shows 153. He <br />reviewed some data relative to tax base advantages the City <br />would realize should the development proceed. This included <br />a +$20 Million tax base, $400,000 increase in tax revenues, <br />$76,500 in park fees and $137,000 in development fees to the <br />City. He indicated that Option A provides for 2 1/2 acres of <br />wetland to be filled with more in options B and C. <br />Mr. John Johnson, Mr. Uhde's engineer, was present and stated <br />that they are looking for direction for the Planning & Zoning <br />Board. What are your concerns and future projections for this <br />area. <br />Mr. Mesich asked what the status of the City Growth Study was. <br />Mr. Schneider replied that staff is still working on it. He <br />indicated that we are seeing buildable area reduced and <br />predicted less development than in previous years due to <br />wetland constraints. Chairman Schaps indicated that this <br />proposal has generated a tremendous outcry from adjoining <br />property owners and asked if the developer would be willing to <br />sit down at a work session and talk about the plans with the <br />residents. Mr. Mesich stated that the P & Z was originally <br />ready to deny this request - the majority of the property is <br />zoned Rural - now it is back before us. He would like to see <br />that area stay as it is - large, unsewered lots. Darrell <br />stated that it is a fact on -site systems fail - he would <br />recommend against allowing more on -site systems. That is a <br />possibility for this area because it is already platted for <br />large unsewered parcels. <br />Mr. Uhde stated that he agreed with Darrell - he worked with <br />the City on changing the comprehensive plan to prohibit any <br />4 <br />
