• PLANNING AND ZONING MARCH 11, 1992 <br />t <br />Darrell Schneider referred to the Engineers report from TKDA and <br />the report from NAC. Mr. Schneider referred to Item #7 in the <br />Engineers report, saying the Church does not anticipate <br />continuation of Marshan Drive on the North and the street could <br />possibly end in a cul -de -sac. <br />Chairperson Fred Chase summarized the issues that still need <br />attention, Item #3 referring to the depth of the lots, Item #10 as <br />the Board still must see the landscaping plan, Item #12 referring <br />to the grading and drainage plan. Mr. Menkveld said he has <br />received the hydrologic report and will bring in the permit. <br />Darrell Schneider mentioned the cul -de -sac at the North end of <br />Marshan Drive and Mr. Menkveld said that would not be a problem to <br />terminate that street. <br />Robert Kirmis asked if the rezoning of the development was <br />appropriate. Fred Chase said the rezone issue had been sent to the <br />City Council. Mr. Kirmis then reviewed the consulting planner <br />report referring to issues as variances, terminations of Marshan <br />Drive, drainage and utility easements, supplemental cash park land, <br />and relocation of the trail. Mr. Chase asked that he add screening <br />from the Engineers report to the list. <br />Darrell Schneider said Anoka County would not recognize a trail <br />easement but would recognize it on the plat as a linear park. <br />Robert King asked if the trail dedication was the same as land <br />dedication, creating a need for signs, benches etc. <br />Fred Chase reviewed the issues of concern from the NAC report <br />adding the item of screening and the matter of platting the trail <br />saying these issues need City Planner or City Engineer approval <br />before approval of the final plat. <br />Al Robinson said that with the additional footage of the trail the <br />needed park dedication might be met. The Park Board will be made <br />aware of this situation. <br />John Bergeson made the motion to recommend to the City Council <br />approval of the preliminary plat of the Shores of Marshan Lake as <br />outlined to include such items as listed in the planners memo plus <br />issues as the North (permanent) /South (temporary) termination into <br />a cul -de -sacs of Marshan Drive, trails recorded as Anoka County <br />recommends as a linear park, and screening to be approved by City <br />Staff. Al Robinson seconded the motion and the motion carried <br />unanimously. <br />3 <br />
