• <br />• <br />• <br />PLANNING & ZONING BOARD APRIL 8, 1992 <br />indicated that he agreed with the staff report except the <br />requirement of hooking up to the sanitary sewer. He explained that <br />the existing well and septic system is functioning at this time and <br />would request that hook up be delayed until the existing system <br />fails. City Engineer Schneider suggested a time frame for hook up <br />to the sanitary sewer, ie. two years. Schaps asked if there was <br />any past practice to base this requirement on. Schneider stated <br />that in the future the people in the Rice Lake development will be <br />required to "agree" to "not object to" sanitary sewer /water "when" <br />it becomes available before they will be allowed to split their <br />property. Landers stated that this sounds like blackmail! Mr. <br />Menkvold stated that the two year time frame is not unusual and he <br />felt the property owners would have no objections to that <br />requirement. Nordine asked why the lot was not split in half and <br />Menkvold stated there would be no benefit in that as the rear of <br />the property is low and wet. Mesich expressed concern that the <br />property owner may not want to hook up to sewer and water even in <br />two years. Staff advised that he has the option of not subdividing <br />or accepting the recommendations as proposed. <br />MOTION: Gelbman moved and was supported by Schaps to approve the <br />request with the conditions outlined in the staff report except for <br />the following modifications: <br />1. Parcel B shall be required to hook up to sanitary sewer and <br />water service within two years or sooner if the on -site <br />systems fail prior to that time. <br />6. Grading and Drainage can be adequately accommodated on <br />site. <br />7. Future subdivision of the site would not be recommended by <br />staff. <br />All voted aye. Motion carried to approve subdivision request. <br />ITEM 5 - P &Z #92 -04 <br />SITE /BUILDING PLAN FOR ROCK GARDENS LAWN AND LANDSCAPING SUPPLY <br />Planning Consultant Brixius reviewed this request which is to <br />expand the existing business located at CSAH 32 (Ash Street) and <br />east of State Highway 49 (Hodgson Road) by constructing a new 1,560 <br />square foot greenhouse and expand the site's tree storage areas. <br />The staff would recommend approval of this request with the <br />conditions indicated in the staff report. <br />Board Member Robinson stated that this site has been vastly <br />improved over the last few years and commended Mr. Soderman on the <br />2 <br />
