Mastel, 7655 4th Ave., Rezoning <br />Mary Kay Wyland reviewed the staff report and indicated <br />that the request is to rezone approximately the South <br />175' of the Mastel property at 7655 4th Avenue from R1 to <br />LI. The staff has included 330' to the south of Mr. <br />Mastel's property into this request to avoid spot zoning <br />and provide for some continuity in zoning. That parcel <br />of property is currently owned by Molin Concrete who <br />indicated no objection to the proposed rezoning and a <br />willingness to participate. <br />Staff recommended approval of the rezoning as requested <br />for the reasons outlined in the staff report of 10/8. <br />Mr. Bob Erickson of 347 Lilac Lane was present and asked <br />what the proposed rezoning would do to property values. <br />He had no problem with Mr. Mastel's request but opposed <br />the rezoning of the Molin site. <br />Tom Christian of 339 Lilac agreed with Mr. Erickson and <br />stated his main concern was the property on the <br />south /west side of the ditch. He also expressed concern <br />about what Molin could build on the property if it were <br />rezoned. <br />Brad Lindgren of 388 Thomas also expressed concern about <br />the Molin property being rezoned. He would like to see <br />it all kept R -1. There is other industrial property in <br />the City. <br />Ivan Hendrickson of 372 Thomas agreed with Mr. Lindgren. <br />Lucia Mueller, 380 Thomas asked what other types of uses <br />could we get if Mr. Mastel were to sell. <br />Mr. Mastel stated that he has substantially improved the <br />property since purchasing it. At the time he purchased <br />the property he met with the previous Planner and a <br />Councilmember and was told that rezoning the property <br />should be no problem. He just wants to be certain he can <br />operate his business legally. He intends to operate a <br />first class business and has been doing so for the past <br />10 years in the City of St. Paul. He has no intention of <br />using the northern portion of his property for anything <br />other than residential. He added that he would like to <br />purchase the Molin site himself. <br />After some discussion, Al Robinson moved and was <br />supported by Kathleen Nordine to return this item to the <br />
