• <br />• <br />PLANNING AND ZONING MEETING <br />April 12, 1989 <br />in Woodridge Estates before Oakwood Lane can be extended. <br />CONCEPT PLAN REVIEW FOR JUSTIN HOME BUILDERS FOR PROPERTY <br />LOCATED BETWEEN ELM STREET AND I -35. APPLICATION #89 -12, <br />#89 -13, AND #89 -14. <br />Dennis Erickson purchased approximately 13.5 acres of land <br />from Robert Tilson. The land is located west of the Catholic <br />Church, south of I -35W, and north of Elm Street. The parcel <br />is triangular in shape, visible from the freeway, and flat. <br />The land is zoned R -1, Single- Family residence. To protect <br />the city's interests and ensure quality development, the <br />applicant and John Miller agreed that the best procedure is <br />to treat the townhouse development as a Planned Unit <br />Development (PUD). <br />The comprehensive plan amendment adopted by the city in 1987 <br />shows this area planned for "Urban Residential" uses. The <br />text of the plan defines this use as "Those areas that have <br />not already been designated for commercial, industrial or <br />multiple - family development are proposed for single- family <br />detached housing..." <br />Jim Held presented the board with a model of proposed town <br />homes he wishes to build. He would like to build a mixture <br />of 2, 4 and 6 unit buildings, with a total of 80 units. <br />Discussion turned to berming along the freeway. The <br />applicant shows several island berms on his concept plan. <br />The berms are located specifically for the residents <br />advantage and privacy. <br />Charles Prokop brought up the possibility of planting a row <br />of trees or dyke to filter out traffic noise, and provide <br />privacy, although the board felt island berms would look more <br />appealing. <br />The board suggested the applicant install more and larger <br />island berms, along with some fencing added. <br />After further discussion a motion was made. <br />MOTION: Fred Chase moved to recommend to city council to <br />rezone Application #89 -12, #89 -13, #89 -14 from R -1, Single - <br />Family to R -3. <br />Alan Irwin seconded the motion, and the motion was approved <br />unanimously. <br />MOTION: Fred Chase moved to recommend to city council <br />rezoning of Application #89 -12, #89 -13, #89 -14 from R -3 to R- <br />5 (PUD).
