• <br />PLANNING AND ZONING BOARD MEETING <br />June 14, 1989 <br />plan was revised. Utility service originally entered into <br />each unit, now the updated changes show utility lines <br />entering only once into a building. <br />A Speed bump was added, and Pete Kluegel spoke with Chief <br />Campbell, and Public Works Director, Don Volk, and they both <br />stated that they had no problems with the plat. <br />8:58 p.m. Charles Prokop removed himself from the board. Mr. <br />Irwin replaced him as Chairman. <br />A homeowners agreement has been written up that will specify <br />grounds keeping, garbage collection, etc. <br />A tot lot is planned with non - movable playground equipment. <br />Berms will be planted along Elm Street to shelter the <br />children from the street. <br />Park dedication has been met. The Park Board is receiving <br />$400.00 cash dedication per unit. <br />John Millers recommended action from his memorancum to the <br />board is as follows: <br />Recommended Action: My recommendation is to approve the <br />Development Plan for Justin Homes Willow Ponds Addition, <br />Application #89 -13, with these conditions: (Please note you <br />may want to add or delete from this list. The city attorney <br />will draft a P.U.D. agreement based on the conditions for the <br />city council to consider). <br />1. That construction and development of the Willow <br />Ponds Townhome Development be completed as shown in <br />plans and specifications submitted to the city with <br />May 30, 1989 revisions and including sheets A -1 <br />through A -12 of Planning and Design's commission <br />number 8904. <br />2. Cobrahead lights and 28 foot wood poles be replaced <br />with Sterner square -box down lights on bronze, <br />fourteen foot masts. (This will be similar to the <br />lights in the city hall parking lot.) <br />3. The trail be increased from a five foot wide <br />surface to eight feet and that it be located on the <br />utility easement on the east side of the property <br />and extend to the ponds on the north side of Willow <br />Pond Circle, and then circle the ponds, as shown on <br />the landscape plan. (Those sections adjacent to <br />Willow Circle be constructed as a five foot wide <br />concrete sidewalk. <br />4. The building exteriors be covered with Alcoa <br />Aluminum in any of the following colors: Charcoal <br />
