• <br />PLANNING AND ZONING BOARD MEETING <br />June 14, 1989 <br />motion, and the motion was approved unanimously. <br />9:35 p.m. a 5 minute recess was called. <br />9:40 p.m. REVIEW OF SITE AND BUILDING PLAN FOR UNITED <br />METHODIST CHURCH FOR LAND LOCATED ON LAKE DRIVE. APPLICATION <br />#89 -27. <br />The Methodist Church has sold its 15 acre site near the <br />diamond interchange at Lake Drive and I -35W. As a result the <br />church members have been looking for a new location for their <br />church building for the last few months. The applicant <br />wishes to build the church on ten acres of land currently <br />owned by Edith Morse. The site is on the east side of Lake <br />Drive about a half mile south of the church's present <br />building. <br />The new building will be wood frame with a natural wood <br />exterior. Current plans are to stain the wood a brown <br />earthtone. There will be some area of brick facade near the <br />entrance. The structure will cover an area of 11,840 square <br />feet. <br />The building is 250 feet from the right -of way. The church's <br />architect, Rick Keillor, states the reasons below for this. <br />1. It will allow future expansion to the west. <br />2. The building is at the crest of the hill and <br />provides better drainage. <br />3. The location provides a better view of the lake. <br />Mr. Miller stated his professional opinion and recommendation <br />in a memorandum to the board. It reads as follows: <br />Professional Opinion: The site overlooks Marshan Lake and the <br />Chain -of -Lakes regional park. The site is high and the <br />Zimmerman fine sand is excellent material for urban uses. <br />Using ten acres of this land for a single church site is not <br />wise land usage. Too much accessible, buildable land with <br />high amenities is used for a single building. <br />I've visited with some people involved in this project and <br />they have stated that use of the eastern portion of the <br />property for residential uses is possible. <br />A 250 foot setback from the road is not necessary and good <br />stewardship of the land would dictate moving the church and <br />the parking lot closer to the road. For example if the <br />church had a 125 foot setback instead of 250 feet, about an <br />acre of land would be preserved. I think this should be <br />done. <br />
